sourcing material & manufacturing

Hi, im looking at manufacturers, one states this on their website: <span style=”caret-color: #4b4b4b; color: #4b4b4b; font-family: ‘Open Sans’; text-align: justify;”>will organise all your fabric sourcing, yardage printing and solid colour dyeing.</span><span style=”caret-color: #4b4b4b; color: #4b4b4b; font-family: ‘Open Sans’; text-align: justify;”>We source most of our fabric locally.</span>

Does this mean they would have a “fabric library” and I can/should ask for their fabric switches?  or does this mean i still find material from another company?

im so confused with the process of finding a fabric company first and then finding a manufacturing company. I would have thought a manufacturing company does it both?
